音乐,啤酒,橄榄球赛,光是这些词听起来就像是一场盛大的狂欢。在2017年2月23-25日,就会有这么一场让人热血沸腾的活动将在都柏林举行哟~The Alltech Craft Brews & Food Fair邀请了全世界各地的各种品牌的精酿啤酒加入到这次活动中来。

关于精酿啤酒的定义一般为三点: 1. 年产量不多于600万桶。2. 酒厂不被非精酿啤酒厂控制,其股份不超过25%。3. 酿造者所酿造的大部分啤酒的风味都应该是从传统的或者创新的原料与发酵工艺中获得。可以看出,所谓精酿啤酒,是区别于工业啤酒,也就是市面上常见的啤酒品牌,风味更佳独特,复古的小众啤酒。喜欢精酿啤酒的文艺青年,中年,老年当然都不应该错过这次去逐一品尝的机会。喜欢喝啤酒,但还从未涉及精酿啤酒的小伙伴,更不要错过这次发现新世界的机会,说不定会掉进另一个坑里的哟!

坚定致力于和平、开放与合作

  ——岳晓勇大使在普华永道“雄鸡唱韵”

  春节招待会上的讲话

  2017年2月10日

尊敬的弗格尔·欧鲁克先生,

女士们,先生们,朋友们:

感谢普华永道举行这场别致温馨的中国新年招待会,我很高兴应普华永道爱尔兰公司总裁欧鲁克邀请与大家共度春节,并借此机会就中国的形势和政策与大家分享看法。

我用三个关键词来概括要谈的主题:常量性、共同性和建设性。当前世界面临的不确定性上升,乱象增多,而中国将坚持走和平发展道路,将始终是促进和平发展与合作的“常量”,给世界带来稳定和确定性,而不是变量。中国以共建共享的共同努力参与国际事务,将坚持不懈追求共同发展和双赢,而不搞零和游戏。我们是参与、维护和改善国际体系的建设性力量,愿根据联合国宪章的宗旨和原则,与世界各国携手促进一切建设性努力,维护和平,促进发展,加强合作。

首先,中国是为世界带来稳定和信心的“常量”。自中华人民共和国1949年成立以来,我们中国人就一直谋求和平发展道路。这一选择反映了中国对和平国际环境的战略与实际需要,我们深信只有和平安宁才能繁荣发展。实现全球和平与稳定,既是中国人民的心声,也是世界人民的呼声。和平发展的战略选择又是深深根植于中国的历史和文化的,是中国文化的重要品格。中国人是热爱和平的民族。20世纪50年代,中国政府提出“和平共处五项原则”。中国的政策具有高度连续性,我们将长期奉行这些原则。

作为常量,中国将坚定不移地继续推进改革开放与发展。今年1月,中国国家主席习近平在瑞士达沃斯出席“世界经济论坛”时表示,“中国坚持对外开放基本国策,奉行互利共赢的开放战略,不断提升发展的内外联动性,在实现自身发展的同时更多惠及其他国家和人民。”“我们要坚定不移发展开放型世界经济,在开放中分享机会和利益、实现互利共赢。”

作为常量,中国将继续激发增长动力和市场活力,加大重要领域和关键环节改革力度,让市场在资源配置中起决定性作用,推进创新驱动发展战略。中国将着力提升经济增长质量和效益,围绕供给侧结构性改革这条主线,转变经济发展方式,优化经济结构,培育增长新动能,实现实体经济升级。中国“十三五”规划正在贯彻的创新、协调、绿色、开放、共享五大发展理念,与包括爱尔兰在内的欧洲国家的发展战略、发展优势相契合。中国政府将坚持以人为本的发展思路,致力于改善民生、实现共同繁荣。

作为常量,中国将继续打造伙伴关系,加强互利合作。中国坚持独立自主的和平外交政策,在和平共处五项原则基础上同所有国家发展友好合作。作为国际社会负责任的成员,中国对所有国家一视同仁,平等相待。中国率先把建立平等和相互尊重的伙伴关系确定为国家间交往的指导原则,主张以和平方式解决国际争端,希望国际社会共同努力减少贫困、应对气候变化、处理好反恐、核不扩散等问题。我们认为只有加强平等交流与合作,国际社会各成员之间才能增进相互了解与信任,才能共建更加美好的世界。为此,中国将进一步联结和拓展遍布全球的“朋友圈”。

作为常量,中国也将继续毫不动摇地捍卫自身核心利益。我们坚持走和平发展道路,但决不能放弃我们的正当权益,决不能牺牲国家核心利益。在原则问题上,我们将立场坚定,态度坚决。任何外国不要指望我们会拿自己的核心利益做交易,不要指望我们会吞下损害我国主权、安全、发展利益的苦果。

“一个中国”政策攸关中国的核心利益。这一原则早已得到国际社会公认,遵守这一原则是中国同他国建交的政治基础。各国在与中国的交流中,坚持“一个中国”政策,妥善处理台湾问题、涉藏问题十分重要。中国政府坚决在国际上遏制“台独”、“藏独”、“东突”等分裂势力的破坏活动,防范国际暴力恐怖活动向境内渗透,维护国家主权和安全。中国不回避矛盾和问题,妥善处理同有关国家的分歧和摩擦,同时推动各领域交流合作,通过合作扩大共同利益的汇合点,维护同周边国家关系及地区和平稳定大局。

中国对南海诸岛及其附近海域拥有不可争辩的主权。南海诸岛自古以来就是中国领土。第二次世界大战结束后,根据《开罗宣言》和《波茨坦公告》及其他国际文件,中国收复日本在侵华战争期间曾非法侵占的中国南海诸岛,并恢复行使主权。20世纪70年代起南海周边某些国家违背《联合国宪章》陆续非法侵占南沙、西沙群岛部分岛礁,这才引发了所谓南海争议。中国坚定致力于维护南海和平稳定,致力于同直接有关的当事国在尊重历史事实的基础上,根据国际法,通过谈判协商和平解决有关争议。

中国高度重视保护和促进人权。多年来,中国政府付出不懈努力,显著提高了人民生存权、发展权的保障水平,促进了经济、社会和文化权利、公民权利和政治权利全面协调发展,成功走出了一条适合中国国情的人权发展道路。中国人民历经苦难,深知人的价值、基本人权、人格尊严对社会发展进步的重大意义。实现人民充分享有人权是人类社会的共同奋斗目标,中国将坚定不移地推进中国人权事业和世界人权事业的共同发展,不断为人类文明进步事业作出更大贡献。中国解决了13亿多人口的温饱问题,让7亿多人口摆脱贫困,这是对世界人权事业的重大贡献。

中国公民的宗教信仰自由权利受到宪法和法律的保护。中国是个多宗教的国家。中国公民可以自由地选择、表达自己的信仰和表明宗教身份。 在《中华人民共和国宪法》中,宗教信仰自由是公民的一项基本权利。中国政府执行各民族平等、团结、互助的民族政策,尊重和保护少数民族宗教信仰自由的权利和风俗习惯。

人类文明是多元的。中国积极推动不同文明之间的对话与交流,愿意在相互平等、相互尊重的基础上,促进国际文化交流与合作。同时,主权和领土完整必须得到保障,我们反对任何国家以人权等为借口干涉他国内政。各国人民自主选择的政治制度和发展道路理应得到尊重,我们也反对某种政治模式、生活方式强加于人。

第二,中国致力于推动共同发展、共同繁荣。中国的发展是世界的机遇,中国是经济全球化的受益者,更是贡献者。中国人民张开双臂欢迎各国人民搭乘中国发展的快车、便车。

自1978年开始改革开放以来,中国累计吸引外资1.7万亿美元,累计对外直接投资超过1.2万亿美元,为世界经济发展作出了巨大贡献。国际金融危机爆发以来,中国经济增长对世界经济增长的贡献率年均在30%以上。这些数字,在世界上都是名列前茅的。

“十三五”期间,中国将给世界带来更多机遇。预计在2016年至2020年的五年间,中国将进口8万亿美元的商品、吸收6000亿美元的外来投资,对外投资总额将达到7500亿美元,出境旅游将达7亿人次。仅在刚刚过去的春节黄金周里,中国出境游就达600万人次。

三年多前,习近平主席提出了“一带一路”倡议。现在已有100多个国家和国际组织积极响应支持,40多个国家和国际组织同中国签署了合作协议。今年5月,中国将在北京主办“一带一路”国际合作高峰论坛,共商合作大计,共建合作平台,共享合作成果,为解决当前世界和区域经济面临的问题寻找方案,为实现联动式发展注入新能量,让“一带一路”建设更好造福各国人民。

实现这些目标离不开国际合作。中国将一如既往寻求和推动与多国的互利合作,谋求共同繁荣。我们愿在实现自身发展的同时,加强同“一带一路”倡议参与国家加强发展战略对接,争取更多惠及各国人民的成果。

第三,中国是维护和改善当今国际体系的建设性力量。习近平主席不久前在演讲中提出“构建人类命运共同体,实现共赢共享”。中国将坚定维护以联合国为核心的国际体系并做出了切切实实的贡献。在维和领域,中国是联合国安理会五常中出兵最多的国家。许多中国士兵在执行维和任务时献出了宝贵的生命。过去15年,中国政府积极努力为实现联合国千年发展目标作贡献,并且在减贫、卫生、教育等领域取得显著进展。中国5岁以下儿童死亡率下降三分之二,孕妇死亡率下降四分之三。中国建立了世界上最大的社会保障系统和养老金系统。中国倡导绿色、低碳、循环、可持续的生产方式,平衡推进2030年可持续发展议程,不断开拓生产发展、生活富裕、生态良好的文明发展道路。

作为一个发展中国家,中国坚持平等互利原则,在南南合作的框架下向其他发展国家提供不附加任何政治条件的力所能及的援助。1950年至2016年,中国在自身长期发展水平和人民生活水平不高的情况下,累计对外提供援款4000多亿元人民币,实施各类援外项目5000多个,其中成套项目近3000个,举办11000多期培训班,为发展中国家在华培训各类人员26万多名。

有效的全球经济治理,是世界经济稳定运行的保障。2016年,G20杭州峰会成功举行,产生了深远的积极影响。中方在会议中坚持倡导平等、开放、合作、共享的全球经济治理观,提出了共同构建创新型、开放型、联动型和包容型世界经济的主张,其核心和实质,就是抓住创新这个动力,沿着开放的路径,本着联动的精神,追求包容的目标,让增长和发展惠及所有国家和人民。G20杭州峰会表明,中国作为一个负责任大国,在更大范围、更深层次、更高水平参与全球经济治理的同时,积极致力于为全球经济治理贡献中国理念和中国智慧。

女士们,先生们,

中爱关系发展势头良好,面临新的机遇。我愿意与爱尔兰各界人士一道努力,推动中爱关系不断向前发展,取得更多成果。这需要大格局、大勇气,也需要中爱双方进一步敞开胸襟,相互学习,深化交流,增进互信,着眼于不断扩大两国关系可持续发展。

自2016年6月履新以来,我已经走访爱尔兰十几个郡和几乎所有较大的城市。从都柏林到戈尔韦,从科克到斯莱果,我看到爱尔兰人民高度关注中国的发展,真诚希望爱尔兰能够把握住中国发展带来的新机遇。许多人热烈希望加深对中国的了解和认识,巩固和深化同中国人民的友谊和互信。我希望爱尔兰政界、商界、媒体界、文化界的人士与我们为共同的目标而携手努力。

中爱关系近年来好消息不断。两国2012年3月建立互惠战略伙伴关系以来,双边高层交往密切,成果丰硕。

2016年,中国20多个省部级代表团访问爱尔兰,包括部长级官员和省长、市长。11月中旬,中国全国人大常委会副委员长吉炳轩成功访爱,访问期与欧法雷尔众议长、肯尼总理、奥多诺万参议长都进行了友好交流。爱尔兰四位部长访问中国,分别是教育和技能部长布鲁顿,农业、食品和海洋部长克里德,就业、企业和创新部长米切尔-欧康娜,财政部国务部长墨菲。这些访问都很成功,带动了两国在经贸、教育、农业、科技、创新等领域新的交流与合作。

2016年,中爱经贸关系继续发展,双边贸易额近81亿美元,同比增长13.75%。爱尔兰对华贸易增长率超过欧盟其他成员国。欧盟仅有三国对华贸易保持顺差,爱尔兰是其中之一。中国主要向爱尔兰出口机械产品,进口农产品、医疗器械、化学产品和动物产品。中国是已成为爱尔兰第三大食品和饮料出口市场,第二大奶制品、猪肉产品出口市场。中国在爱尔兰的投资共已创造2000多个机会就业,相信这一数字还会不断增长。

政治、经济关系不断加强,两国人文交流也取得可喜进展。爱尔兰总统希金斯、总理肯尼都向在爱华侨华人和全体中国人民致以春节问候和良好祝愿。已连续10年举办的“都柏林中国新年庆典”,得到了爱尔兰中央和地方政府、高校、商界和媒体等各方面的支持和参与。越来越多来自中国的画家、音乐家、教师、翻译人才在爱尔兰的学习和工作中不断取得新成就。中爱人文交流前景令人期待。

女士们,先生们,

中爱关系拥有更加光明更加美好的未来。中国作为世界上最大的发展中国家,爱尔兰作为富有活力和特色的欧盟成员国,在各自发展的道路上相互支持,不断加强和充实伙伴合作,将会展现出动人的图景。

中国有句古语,买卖不成友情在。如今,中爱两国既能成为朋友,也能做成买卖。只要双方共同努力,就一定能够实现深化政治互信、增强经贸联系、促进人文交流的既定目标。希望爱尔兰各界友人和我们共同更好更牢地抓住合作共赢的机遇,一万年太久,只争朝夕。

2017华裔青少年音乐交流会新春音乐会精彩落幕,为孩子们点赞!

2017都柏林中国新年庆典系列活动渐渐接近尾声,但这并不意味着中国年的庆祝就此结束。在中国传统习俗中,正月里的讲究颇多,大人们忙着走亲访友时,还不忘叮嘱孩子们几句免得犯了忌讳。直到正月十六,才到了放下所有顾虑,大人孩子一同自由自在、随心所欲享乐的时候。

“十六夜,炸麻花,扛笆斗,舞火把,撩人骂,送牛桩,老老少少乐哈哈。”这句俗语更加生动地描绘了正月十六——正是孩子们的天下。

2月12日农历正月十六的都柏林,刚巧也是孩子们的主场。作为2017都柏林中国新年庆典的一部分,华裔青少年音乐交流会新春音乐会在都柏林Hugh Lane Gallery精彩上演。多才多艺的小小艺术家们为观众们带来了精彩纷呈的表演,音乐会现场座无虚席,不光是华人同胞,不少爱尔兰当地民众也兴致勃勃地前来为小家伙们捧场。

音乐会由说着一口流利中文的尼日利亚姑娘Tola Salam主持。由佳妮古筝室的孩子们带来古筝演奏:《小城故事》和《神话》,为音乐会拉开了序幕。

接下来,一群最小年龄只有五岁的小演员们在老师的带领下依次入场,他们用清脆稚嫩的童声和憨态可掬的表演为观众们献上了两首中文歌合唱:《茉莉花》与《歌声与微笑》。

孩子们欢快的歌声,仿佛让观众们也回到了无忧无虑的童年时光。

人人都说小小的都柏林城藏龙卧虎,但我没想到都柏林还藏着这样一只神气的“小老虎”。对于咱们中国的传统戏剧,别说是在海外了,即便是在中国也很少见到小孩子学习的。Neria Wang小朋友作为在海外成长起的一代,不但专门学习继承了这块文化瑰宝,那一招一式、一颦一蹙还有模有样,相当有范儿。

Yi Fei Xu小朋友身着一身“中国红”,台风稳健地为大家献上一曲小提琴独奏《我的祖国》,当熟悉的旋律响起,相信很多观众都情不自禁地在心里哼唱。不知道“祖国”对于这些在爱尔兰长大的孩子们会是什么概念?但相信他们将来一定能从“一条大河波浪宽,风吹稻花香两岸”的意境中领悟到身为中华儿女的自豪。

在听了那么多中国乐器的演奏后,郭亮、郭聪、Aindrias O’Flynn三位小伙子用颇具爱尔兰特色的乐器——手风琴和竖琴分别演绎了中文歌曲《无尽的爱》和爱尔兰民乐《Connaughtman’s Rambles》、《Rose in the Gap》、《Drops of Brandy》。耳熟能详的中文歌经过爱尔兰乐器的演绎,丝毫没有违和感,更印证了那句话——民族的就是世界的。

音乐会的最后,由华裔青少年音乐交流会理事李冬发表了谢幕致辞:

“亲爱的各位朋友大家过年好,我是李冬 。随着中国综合国力的提高,我们的世界地位也在日益提升。全世界都在过中国年,全世界都在说中国话。就在刚刚这场中爱华裔青少年新春音乐会上我们全方位的享受了一场视听盛宴,我们看到可爱的孩子们为我们带来了如此精彩的演出,正所谓少年强则国强。实在令人欣慰,令人感动!首先非常感谢今天在场的各位嘉宾的到来,谢谢你们对这次音乐交流会的大力支持。当然,我们更要感谢都柏林市政厅和中华人民共和国驻爱尔兰大使馆对本次活动的大力支持。最后我想把这份最重要的感谢送给我们今天的小艺术家们和我们的志愿者。是他们不辞辛劳的付出带给了我们今天这美好的时光!”

Firm on Peace, Open-up and Cooperation

——Remarks by Ambassador Yue Xiaoyong 

at PwC Chinese Spring Festival Reception

 (Dublin, 10th February 2017)

Mr. Feargal O’Rourke,

Ladies and gentleman,

I want to thank you, Mr. Feargal O’Rourke, Managing Partner of PwC Ireland, for your gracious invitation for me to attend and address this wonderful Chinese Spring Festival Reception. In thousands of years of Chinese tradition, the Spring Festival celebration lasts for 15 days, from the Lunar New Year’s Eve to the Lantern Festival — tomorrow. So it is still a freshly joyful blessing to extend to all of you my best wishes for a happy, prosperous and fruitful Year of the Rooster.

With great pleasure in particular I’d like to take this opportunity to share with you my views about what is going on in China and what we Chinese people are doing and will do in the years ahead.

I am using 3 C’s to elaborate — Constant, Common and Constructive. Facing more uncertainties here and there in the world, China remains a stable factor as a constant instead of a variable. We pursue common development and win-win results instead of zero-sum games in our ever growing participation in the global affairs. We advocate as always joining hands with friends and partners, constructively facilitating world peace and cooperation in accordance with the international norms and laws enshrined in the Charter of the United Nations.

First of all, China as a constant. 

Ever starting from the founding of the People’s Republic of China, we have been pursuing a path of peaceful development. This path reflects China’s own needs for shaping and maintaining a peaceful international environment. It meets the call of the world community for global security and stability. It is rooted in China’s history and culture. The Chinese Government put forward Five Principles of Peaceful Coexistence in 1950s. We very much emphasize continuity of our policy and will continue to do so in future.

—-We will continue to carry out China’s opening-up and market-oriented reform. As President Xi Jinping articulated in Davos forum earlier this year, “China is committed to a fundamental policy of opening-up” and we will continue to push forward market- oriented reforms “injecting powerful impetus into China’s development”.

—-We will continue to facilitate China’s economic development and restructuring. China is deepening its supply-side structural reform and accelerating its economic restructuring and upgrading. The five new development concepts being implemented in China’s Thirteenth Five-Year Plan (2016-2020), that is, innovative, coordinated, green, open and shared development, are in line and highly compatible with the development strategies and strengths of Europe, Ireland included.

China follows a people-oriented development philosophy. China is committed to bettering the lives of its people and pursues the goal of common prosperity. China’s development is of the people, by the people and for the people.

—-We will continue to strengthen cooperation with our friends and partners all over the world.  As a responsible member of the international community, China regards all countries as equals regardless of their sizes, wealth or strength. We develop friendship and cooperation with other countries on the basis of equality and mutual benefit. China upholds peaceful settlement of international disputes, and has consistently called for more international efforts in poverty reduction, climate change, counter-terrorism and non-proliferation.  We believe that only by enhancing exchanges and cooperation can members of the international community reach more mutual understanding and trust for a better world.

—-We will continue to safeguard China’s core interests. China will stand firm when it comes to issues of principle. We will never forsake our legitimate rights or compromise our core national interests. No one shall expect us to sit idle when our sovereignty, territorial integrity, security or development interests are being threatened or undermined.

The One-China Principle has a bearing on China’s core interests, it is recognized by the whole international community and serves as political foundation of the diplomatic ties between China and other countries. Hence prudently and appropriately handling the question of Taiwan or Tibet-related issues are of vital importance.

China has indisputable sovereignty over the islands and reefs in the South China Sea and the adjacent waters. As a victory result of World War II, the Cairo Declaration and the Potsdam Proclamation clearly stipulate that Japan must return the stolen Chinese territory to China, including the Nansha Islands. In 1946, the then Chinese Government publicly resumed Nansha Islands, which had been occupied by Japan, as well as its exercise of sovereignty based on relevant laws with assistance from the US. Later on, some countries around China illegally occupied parts of the islands and reefs of Nansha Islands, which leads to the so-called South China Sea dispute. China always insists on a peaceful settlement through dialogues and consultations with parties directly concerned and on the basis of historical facts and international laws. This position will not change in the future. We are certainly committed to maintaining peace and stability in the South China Sea and the Asia-Pacific region.

China attaches great importance to the protection and promotion of human rights. The Chinese Government makes tireless efforts to safeguard Chinese citizens’ political, economic and social rights.  Freedom for religious beliefs is guaranteed and protected by our Constitution and rule of law.  Every Chinese citizen can freely choose and practice his or her own religious belief and also freely choose not to follow any religion. Fighting poverty is high on our nation policy agenda too. We believe that the rights to subsistence and development are the primary and basic human rights especially in developing countries. Over the past four decades, we in China have succeeded in lifting over 700 million people out of poverty. By 2020, we are going to wipe out poverty in our country.

We are in a very diversified world. China strongly advocates dialogues between different countries across the world. We are ready to promote cultural exchanges and dialogues among different civilization on the basis of equality and mutual respect. Meanwhile, we are opposed to any imposition of one single political model or way of life upon others; we are opposed to intervention into a sovereign nation’s internal affairs by outside powers.

Secondly, China as an advocator of Common development and Common prosperity. We in China are still in a process of developing our nation and there are lots of opportunities to share and work together with our global partners.

Since late Chinese leader Mr. Deng Xiaoping initiated reform and opening-up in 1978, China has attracted over 1.7 trillion U.S. dollars of foreign investment and made over 1.2 trillion U.S. dollars of outbound investment, making quite some major contribution to global economic growth. In the past decade, after the outbreak of the international financial crisis, China on average contributed to 30% of global growth per annum.

Looking ahead, with the Thirteenth Five-Year Plan, opportunities are much greater. China’s annual growth will remain above 6%. From 2016 to 2020 China’s imports will account to 8 trillion U.S. dollars, 600 billion dollars inward FDI will be needed while outward investments is to reach 750 billion dollars. In the same period, the total number of China’s outbound tourists is to exceed 700 million.  To put it in another way, Chinese tourists will make 700 million outbound trips in five years.  During the week-long vacation of Spring Festival this year, more than 6 million Chinese tourists traveled abroad.

Three years ago, most significantly, President Xi Jinping put forward the Belt and Road initiative. Since then, over 100 countries and international organizations have given positive responses and support. More than 40 countries and international organizations have signed cooperation agreements with China. In May this year, China will host in Beijing the Belt and Road Forum for International Cooperation. All the Belt and Road partners will discuss ways together to boost cooperation, build coordination platforms, tackle common challenges and share opportunities.

Those goals will not be accomplished without international cooperation. China will more than ever seek and push that cooperation for common development and common prosperity. We wanted to do it in a way to connect and bridge over participating countries’ national development strategies, and to joined each and every participating country’s efforts to bring into being our common improvement for global economy as a whole.

Thirdly, China as Constructive force for international system. 

We have been and will continue to be a responsible member of the international community. China has devoted itself to maintaining, participating in, constructing and improving the international order and system enshrined in the UN Charter. The Chinese people are ready to strive, through common efforts on an equal footing with the rest of the world, for enhancing the governance of international political and economic affairs, and building ‘a community of shared future for mankind’, as President Xi expounded in his recent remarks.

For instance, on the international peacekeeping efforts, China has become number one country in providing peacekeeping troops among the permanent members of the UN Security Council. Some of our soldiers have given their lives while discharging their peacekeeping duty.

Over the past 15 years the Chinese government has been actively contributing to global effort in reaching the UN Millennium Development Goals, and made outstanding achievements in such fields as poverty reduction, health care and education. Mortality of children under five years old in China has been reduced by two thirds and that of pregnant women by three fourths. The world’s largest social security network for health care and pensions has been set up.  China has also started to implement the 2030 Agenda for Sustainable Development, and has approved and released National Plan for the Implementation of the 2030 Agenda for Sustainable Development to provide guidelines for the whole nation to carry out.

China as a developing country, its foreign aid is carried out as part of South-South cooperation, based on the principles of equality, mutual benefit and common development. No political strings are attached.  Between 1950 and 2016, our government provided more than 400 billion yuan of foreign assistance, undertook over 5,000 foreign assistance projects, including nearly 3,000 complete projects, and held over 11,000 training workshops in China for over 260,000 personnel from other developing countries.

We are also taking a more active part in global economic governance. The G20 Hangzhou Summit last September produced visionary guidelines with a far-reaching impact on promoting innovative growth, deepening structural reform, re-energizing international trade and investment, and promoting sustainable development. The Summit served as a best example of China’s genuine efforts for a stronger and fairer global recovery.

Ladies and gentlemen,

The China-Ireland relationship is strong. With new opportunities and challenges, I sincerely look forward to working with our Irish friends and leaders from all walks of life, to further nurture this relationship for all the possible fresh growth. This ambition calls for new vision and courage. It also asks for both the Chinese and the Irish to further open our minds, be readier to learn from each other and deepen our communication to enhance mutual understanding and trust, for the sustainable development of our bilateral ties.

Up to now since my arrival in June 2016, I have visited almost all of your major cities and half of your counties. Traveling from Dublin to Galway, from Cork to Sligo, I am very happy to see so many Irish people so much aware of the emerging opportunities and increasingly keen on seizing them. Some of them also feel anxious to know more about China. They want to enhance friendship and mutual understanding with Chinese people. I do hope political, business, media and cultural leaders in this country to do more with us about it.

Good news is bumper. Since China and Ireland forged a Strategic Partnership for Mutually Beneficial Cooperation in March 2012, our two countries have enjoyed stronger high-level contacts and greater harvests. Sound momentum stays.

In 2016, over a dozen Ministerial Chinese delegations, including ministers, province governors and city mayors, came to Ireland.  Last November, Mr. Ji Bingxuan, vice chairman of the Standing Committee of the National People’s Congress (NPC) visited Ireland and held talks with Mr. Sean O’Fearghail, Ceann Comhairle of Dail Eireann. He also met with the Taoiseach Mr. Enda Kenny and Mr. Denis O’Donovan, Cathaiorleach of Seanad Eireann.  In 2016 four Irish Ministers visited China — Mr. Richard Bruton, Minister for Education and Skills, Mr. Michael Creed, Minister for Agriculture, Food and the Marine, Ms. Mary Mitchell-O’Connor, Minister for Jobs, Enterprise and Innovation, and Minister of State Mr. Eoghan Murphy.  All those trips were indeed very successful in promoting bilateral exchanges and cooperation in trade, investment, education, agriculture, technology, research and innovation.

The year passed witnessed encouraging growth in bilateral trade and investment. Ireland’s trade with China is growing at a faster pace than that of any other European country.  Ireland is one of the only three European countries maintaining a trade surplus with China. China-Ireland trade grew by 13.75% to nearly 8.1 billion U.S. Dollars in 2016. China exports machinery to Ireland and imports agri-food produce, medical devices, chemicals and live animals. China has grown to be the 3rd largest market for Irish food and beverages, and the 2nd largest market for Irish dairy and pork exports. Chinese investment in Ireland has created more than 2000 jobs and this figure is still increasing.

While our political and business ties are expanding, people to people exchanges are also growing. We highly appreciate Chinese New Year greetings from the Irish President and the Taoiseach. It is very joyful to see all the celebrations supported and participated by central and local governments, universities and colleges, and all Irish friends together with the Chinese community all over the country. Besides we have increasing number of Chinese artists, musicians, painters, professors and translators attaining marvelous achievements in their studies and work together with Irish friends. That is indeed a very promising and encouraging picture.

 

Ladies and gentlemen,

There is an even brighter future in store. China as a huge economy with the largest population is a market of great diversity and tremendous potential. Ireland as a developed country and a member of the European Union will continue to be an important partner of China in our ongoing modernization drive.

One old Chinese saying goes, with or without business deal, genuine friendship endures. We now can have both. With ever growing joint efforts, China and Ireland can surely do bigger business together, enjoy stronger friendship and greater prosperity. I would encourage our Irish friends to work harder with China to tap that potential. ‘Ten thousands years is too long, seize the moment.’
